Health Information Exchange (HIE) is defined
as the mobilization of healthcare information electronically across

PHIX
PA State HIE (PHIX) Update August 2010
The State’s PHIX Advisory board has had a few meetings since the last
update. The RFP for an HIE solution is progressing toward selection and
contracting (link below). Precise dates for completion of this phase are not
known. The State has also submitted its’ operational plan to ONC as required
by the federal funding plan (link below). The State also plans to develop
some education/training documents which will help to clarify distinctions
between the various initiatives in play (Meaningful Use, HIE, EHR, CMS
incentives, etc). Efforts to move bills through the legislature are not
expected to bear fruit this session before a change in Governorship. Many
amendments were attached to HB2106 and sorting them out is ongoing.

National HIE Update August 2010
We had the benefit of having a
conversation with Camilla Hull Brown who is a national consultant in the HIE
space and has worked with several states and regions in moving HIEs from idea
stage to production. She indicates that many states are struggling with how
to reach all of the needed entities and how best to incorporate existing
networks. PA is not alone.
On the HIMSS National HIE front, HIE
and Advocacy monthly calls will now be combined given the overlap, and to
facilitate cross-communication. We will try to bring you updates in this
space.
