PA State HIE (PHIX) Update 4/1/2010
Consistent with the updated Pennsylvania Health Information (PHIX) Strategic Plan, the state has released a request for proposal (RFP) to build and operate the state’s health information exchange. The RFP was released on 04/01/2010, and a pre-bid conference will be held on 04/13/2010 in Harrisburg. Bids close on 05/03/2010. PA State HIE (PHIX) Update 3/17/2010
After attending the recent state PHIX Advisory Council meeting, here is a
brief summary of the current status:
- PHIX will issue an RFP for an HIE solution, rather
than the previously proposed contract with Delaware. Development of the RFP
is being fast-tracked and is targeted to be released in April.
- The state has received confirmation of the expected
$17.1 Million for establishing a state-wide HIE. PA was awarded in the first
round. Release of funds is predicated on achieving milestones within the
state’s strategic plan.
- The PHIX plan proposes establishing a state public
authority (House Bill 2106) to operate the exchange.
- The PHIX Advisory Council is engaged in developing
governance and finance elements of the plan. It includes a business plan for
funding and sustainability, governance structure for the proposed public
authority, and ultimately an operating plan which is required in order to
release planning funds.
